Carbon budget for all work-related travel

All staff should try to reduce their travel-related carbon emissions. We can do this by putting in place a cap-and-trade carbon market. Staff are given a budget in the form of credits that they need to keep below; unused credits can be traded between staff; the number of available credits are reduced every year to meet a designated target.

this is a fair way to incentivise modal shifts. E.g. short haul flights will be penalised vs rail travel.

as an international university there has to be an expectation that staff travel for work, including teaching and research. A cap could disallow this
